Launched in 2012, the Portugal Golden Visa was one of the first residency-by-investment programmes to pair EU access with a flexible investment structure, and it became the template most later European golden visa schemes were built on.

The programme looks different today, though. Real estate stopped qualifying in October 2023, and current routes centre on a minimum €500,000 into a CMVM-regulated Portuguese investment fund, a €250,000 donation to cultural or heritage projects (€200,000 in low-density regions), or capital into qualifying businesses and job creation. Spouses, dependent children, and dependent parents are covered, and the physical presence requirement remains light, a matter of days a year.
The path to citizenship has also just changed. A new nationality law signed in May 2026 extends naturalisation from five years to seven (EU/CPLP nationals) or ten (everyone else), counted from permit issuance rather than application date. Permanent residency still arrives at five years; it’s the passport that now takes longer, unless the application was filed before the law took effect.
Investment fund — €500,000
Into a CMVM-regulated Portuguese fund (non-real-estate), minimum 5-year maturity, with at least 60% of the fund’s holdings in Portuguese-headquartered companies. The most commonly used route today.
Portuguese company investment — €500,000
Capital injected into (or used to establish) a Portuguese-headquartered company, tied to a job creation or job-maintenance requirement.
Scientific research — €500,000
Directed to a qualifying public or private research institution within Portugal’s national science and technology system.
Cultural/arts donation — €250,000
Supporting artistic production or the restoration/maintenance of Portuguese national cultural heritage — the lowest headline threshold currently on offer.
Job creation — 10 jobs
Creating at least 10 permanent positions in Portugal; no separate capital amount is attached to this route.
Eligibility for the Portugal Golden Visa
Beyond the qualifying investment itself, eligibility for Portugal’s Golden Visa rests on a small, well-defined set of conditions. Every main applicant, and any family members included on the same application, must satisfy the requirements below before an application can be submitted.
Non-EU, non-EEA, non-Swiss nationality. The programme is open exclusively to third-country nationals.
Aged 18 or over at the time of application.
A clean criminal record, evidenced by an official background check certificate from the applicant’s country of nationality or residence.
A clearly documented, legitimate source of the invested funds.
The financial capacity to maintain the qualifying investment for its required minimum holding period.
A Portuguese tax identification number (NIF) and Portuguese bank account, both established prior to making the investment.
Valid health insurance, covering the applicant and all included family members for the duration of their residence.
A minimum physical presence in Portugal, seven days during the first year, and fourteen days in each subsequent two-year period.

Portugal is also small enough that none of this feels far away: an hour or two puts you anywhere in the country, and a short flight puts you in London, Paris, or Madrid.
For anyone comparing it financially, Portugal remains noticeably more affordable than the UK, France, or much of Western Europe for a comparable standard of living, property, dining, and everyday costs all sit below what the same lifestyle would cost elsewhere in Western Europe, even as Lisbon and the Algarve have become more expensive over the past decade. And the range of settings is real: cosmopolitan city living in Lisbon, a quieter coastal pace in the Algarve or Cascais, or the more rural, low-key appeal of the Alentejo and Comporta, Portugal offers genuinely different versions of the same underlying quality of life, which is part of why it’s held onto its appeal for so long rather than being a passing trend.
